Limit: white supremacist violence and resistance to enforcement restricted the exercise of rights; the withdrawal of remaining federal troops from southern statehouses in 1877 weakened federal support for Reconstruction governments. A strong response explains what each example changed or limited, rather than naming an amendment or year alone.
